Part 1Lecture by special lecturer Mr. Sakuma
The final venue, Nagoya, was a little more compact than the Osaka and Tokyo venues, but the distance between us and Sakuma was close, and the meeting continued in a homely atmosphere from start to finish.
To improve efficiency, create rules and thoroughly implement them
The topic of "public relations rules" drew many nods of approval from the participants. This topic was on the agenda of many local governments, not just at the Nagoya venue, but at all venues. Sakuma, a public relations advisor nationwide, also feels the need for public relations rules, and is involved in creating them for the local governments he advises.
The PR rules that Sakuma created when he was in charge of public relations included specifications for what to use in what places, such as font size, type, and even weight (thickness), creating an environment in which anyone could become a public relations officer.
By setting rules, it's not "personalized" and the end result will be the same no matter who makes it! It also makes it easier to transfer responsibilities when a person in charge is transferred. Creating PR rules takes time, but it leads to greater efficiency, he said.
Just a little side note... What made an impact on me was when he said, "All PR staff go home in the morning on the day of the final proofreading." If they were at their desks, other departments would ask them, "Is this still in time...?", so they would go home! By not being there, they had instilled in other departments the mindset of "strict adherence to deadlines," meaning that if they don't submit by the deadline, it won't be in time! It won't be published! Sakuma-san is truly formidable!

Part 2: New proposals from Morisawa
Nitano from the Sales Planning Division gave an explanation about how we at Morisawa can improve the public relations skills of the entire agency.
This newly launched training course aims to improve the skills of all employees in the agency to design and create materials that can be "communicated" to a wider audience, and will explore how to improve the public relations skills of all employees, not just public relations staff."Communicative Material Design Program"We mainly proposed the following plan.
What is the staff training proposed by Morisawa?
This training is not just classroom-based, but also aims to improve skills through hands-on work, with Morisawa even correcting and advising on data created by participants within one month of the course. We will support the training so that no one is left behind and can immediately put what they learn into practice.

Part 3: Connecting with other staff members! Nagoya venue networking event
The number of participants was smaller than in Osaka and Tokyo, which likely allowed participants to have in-depth communication with each other.
As with the other venues, each team worked on everything from empathizing with each other's concerns to offering their opinions on resolving the issues. There aren't many study sessions between local governments in the Chubu and Tokai areas, so when talking with participants, we heard many positive comments, such as "Sharing our concerns gave us the opportunity to exchange information about our daily work," and "It was a great opportunity to get to know other local government officials with whom we don't usually have much contact."

We had a large turnout at all the venues. Thank you very much.
In the third part of the social gathering, we tried mini-group work for the first time, which provided an opportunity for participants to share their concerns and discuss ways to resolve them.
During the event, Sakuma circled around to each table, joining in the conversation and offering sound advice based on his own experience.
This local government information seminar is held every year, and it is precisely because it is a real-life seminar that participants are able to build connections with each other.
Many participants answered that it was the product they were most interested in.
When I spoke with the participants after the seminar, I heard many comments such as, "When did the staff training start?", "I want to hear more about it!", and "I will share this with the Personnel Department (which coordinates the training)." In the survey, many people named it as the "product they are most interested in." The reasons for this are as follows:
- I was struggling with how to educate staff on public relations.
- Improving public relations literacy across the entire agency is an issue. Even people with public relations experience are often unaware of the current situation.
- I thought it would be very educational to have the assignments I created corrected.
- Because they often come across confusing information. It also leads to more efficient work.
